ON THE EXISTENCE OF «SYSTEM ERRORS» IN ICES DECISIONS ON TAC RECOMMENDATIONS

Abstract

The current decision-making procedure at the International Council for the Exploration of the Sea (ICES) on the state of stocks and forecasting the TAC of commercial fish stocks is increasingly failing. To an extent, it acts as a system with a cumbersome operating procedure, within which the scientific component reacts with a significant delay to changes in the stockfishery systems. Administrative «floors» of the procedure are predominant and often make decisions based on non-transparent criteria. This is evidenced by a number of examples of key fisheries given in this article. The direction of improving the current system could be the expansion of the powers of the working groups of ICES for the operational correction of methods for stock assessment and the list of input data used. In addition, it is necessary to unify the measures taken in ICES for the operational revision of the estimates obtained in the event that errors are detected in them and/or under other circumstances.
