Abstract

The current decision-making procedure at the International Council for the Exploration of the Sea (ICES) on the state of stocks and forecasting the TAC of commercial fish stocks is increasingly failing. To an extent, it acts as a system with a cumbersome operating procedure, within which the scientific component reacts with a significant delay to changes in the stockfishery systems. Administrative «floors» of the procedure are predominant and often make decisions based on non-transparent criteria. This is evidenced by a number of examples of key fisheries given in this article. The direction of improving the current system could be the expansion of the powers of the working groups of ICES for the operational correction of methods for stock assessment and the list of input data used. In addition, it is necessary to unify the measures taken in ICES for the operational revision of the estimates obtained in the event that errors are detected in them and/or under other circumstances.

Abstract

Based on the results of trawl-acoustic and net surveys, a comparative analysis of commercial and biological indicators (size, weight, and sex composition) of water biological resources of the Ivankovsky and Uglich reservoirs of the Volga-Caspian fisheries basin was performed. Commercial stocks for the main fish species are also calculated. The materials were the results of trawl-acoustic surveys obtained during joint expedition research by specialistsоf the branch for freshwater fisheries of the VNIRO Federal state budgetary institution (VNIIPRH) and the I.D. Institute of biology of inland waters. Papanina of the Russian Academy of Sciences at the Academic Topchiev research center in 2018–2019. On the example of bream, the sizeweight dependence (LWR) is calculated using the equation W = axTLb. A total of 917 copies were analyzed. Bream in the Ivankovsky and Uglich reservoirs showed negative allometric growth. In the Ivankovsky reservoir, there is an increase in the reserves of Guster and roach, in the Uglich reservoir-bream. This may be due to the entry of productive generations into the fishery, a decrease in the load in the trophic chain (a decrease in river perch stocks), and a small impact of Amateur fishing and poaching from 2014 to 2019 they account for only 1% of commercial stocks.

Abstract

The morphometry characteristics and the food ration of Perccottus glenii in the Podstepnovka River in the Volga district of the Samara Region are presented for the first time. Comparative analysis of the studied traits of Perccottus glenii yearlings from Podstepnovka River and Krugloe Lake (Mordovo floodplain of the Saratov Reservoir) are given. The insignificant differences in the morphometry of organs responsible for locomotor functions were revealed. The diet of Perccottus glenii yearlings in Podstepnovka river and in Krugloe lake during the observation period included insect larvae of Chironomidae, cladocerans and copepods. The basis food of Perccottus glenii in the studied lake and river is zooplankton.

Abstract

Some sections of the Black Sea coastal shelf off the eastern Crimean peninsula have been examined from the Cape Takil to the Lion Bay which are characterized by various habitats (different types of the sea bottom, depth, status of biota). The analysis of the data obtained on the distribution, abundance and biomass, size-mass characteristics of the rapa whelk population was carried out. The distribution of rapana was mosaic. The largest abundance (1,4 ind./m2), and the biomass (21,4 g / m2) of rapana was found on the sandy soils of the Black Sea pre-strait. High indicators of height, mass of mollusks and the proportion of individuals of 50 mm and more (49%), which determine the commercial value of the fishing object, were at Cape Kyz-Aul (52,1 mm and 36,5 g) near Cape Ak-Burun (46,0 cm and 25,9 g). Analysis of the value of the Mt / Mmr level indicates a higher nutritional content of the sandy soils of the Black Sea pre-strait (average values 0,22–0,24 units) compared to the biotopes of the Feodosiya Bay (0,18 units).
The obtained fishery and biological data showed the prospects of fishing for rapana in the Black Sea in the section of the Black Sea pre-strait of Cape Ak-Burun — Cape Kyz-Aul.

METHODOLOGICAL ASPECTS OF FISHERY RESEARCH

Abstract

Aquatic biological resources in the Russian waters of the Bering Sea rank second in Russia in terms of catch. In this regard, the issues of economic assessment and dynamics of the resource base of aquatic organisms in the study area are very relevant. The basis of the raw material base in 2000–2019 formed sea fish — on average 4675 thousand tons per year, invertebrates — only 149 thousand tons. Most of the resources of fish and invertebrates are concentrated in the West Bering Sea zone (73,9 and 95,5%, respectively). Since 2005, there has been an increase in the commercial stocks of aquatic organisms, the total biomass of which reached 7319 thousand tons in 2019. The largest growth was provided by the walleye pollock, Pacific cod, saffron cod, Pacific herring, pink salmon, blue king crab and Commander squid. For the first time, the obtained value of commercial reserves in the Russian part of the Bering Sea was 2,24 times lower than that for the Sea of Okhotsk, but the unit costs of the resources of both seas were actually the same. A comparative analysis of the fishing areas of the Bering Sea and the Sea of Okhotsk showed that the specific fish prices in the West Bering Sea zone and the Karaginsky subzone were second only to the North Sea of Okhotsk subzone. Among invertebrates, the dominant water area was the Kamchatka-Kuril subzone, the specific cost of which is 1,3 and 1,5 times higher than those of the North Okhotsk subzone and the West Bering Sea zone. The cost of the raw material base in the western part of the Bering Sea exceeded RUB 1,418 billion in 2019. The main factor in the increase in the cost of resources is the prices for primary products, and only for cod and salmons, the cost increased mainly due to an increase in the commercial stock. The cost estimates of the resource base of the Bering Sea resources, calculated using the rent approach, had lower values than the estimates for the commercial stocks, with similar dynamics.

Abstract

It is shown that the annual zones on the otoliths of the yellow-striped f lounder Pseudopleuronectes herzensteini on the relief structure of the otolith are similar in shape to a wave. The layered structure of the otolith is formed by rings of the second order (ringlets). Each annual zone contained a specific set of ringlets. The set of ratios of signs of recording structures, body sizes and expert assessments of age was characterized by close relationships, which are determined by joint deterministic growth. Equations for calculating retrospective estimates of length and age are proposed for males, females and their juveniles.

Abstract

The paper assesses the current fishing rules for the Volga-Caspian fishing basin. Their length and complexity for amateur fishermen are noted. It is proposed to create full-fledged regional rules for sport fishing. The main features of the Rules should be a high degree of awareness and illustrated material. The required element — identification card (determinant) of aquatic biological resources. Moreover, authors propose to create a forward-looking mobile application for the Rules of sport fishing, their digitalization. The Astrakhan region, which is visited by 2–2,5 million amateur fishermen every year, should become a pilot region where the results of the study are planned to be tested.

Abstract

The study results are presented the main indicators of red king crab fishery in the Kamchatka-Kuril subarea based on fishery statistics data for the period from 2013 to 2020. By 2020, the number of vessels in the fishery increased by 2,4 times compared to 2013, or 3,0 times compared to 2014. Accordingly, there was an increase in the total fishing effort (vessel-fishing days) per year. Since 2019, with the continued growth of the total fishing effort, a decline in the indicators of fishing efficiency (catches per effort) began. The decrease in catches per effort is observed on the crab fishing season in 2020, both according to the primary data of fishery statistics, and according to standardized independent indices of abundance, which show a decrease in catches per effort in 2020 by about 2 times compared to the best fishing year (2016). There was the decrease in catches per vessel day below the minimum daily catches per vessel, which indicates an excess of the optimal total fishing effort in the Kamchatka-Kuril subarea.

ECONOMIC AND SOCIAL ASPECTS OF FISHERY DEVELOPMENT

Abstract

The industry of fish production and fish products in Crimea is currently in the initial stage of development. In many countries, aquaculture is the main product of the fishing industry and can account for more than half of the trade turnover. So far, the state shows little interest in the development of fish farming. The organization and development of fish farms should increase the level of the consumer market and saturate it with environmentally friendly local fish products. With growing competition, it is important to study, conduct calculations, and plan business, and this is discussed in the article, taking into account the practice of creating and further developing a fish pond farm. It is proposed that the sale of grown fish products is carried out on the spot, without organizing trade pavilions, while the sale is also provided through the service of amateur fishing. It is possible to organize other sales channels through the retail trade network and public catering. The calculations allow us to classify the proposed plan for the organization of fisheries on fish farming and sales to average.

Abstract

The main financial and economic quantitative parameters of the strategy for the development of the fishing industry until 2030 are considered. The values and dynamic characteristics of profitability, profit, assets, and cash use of fisheries enterprises for 2012–2019 are analyzed. The article analyzes the indicators of dynamic series and statistical relationships of financial and economic parameters of the enterprises of the Russian Agricultural Complex. Correlations of financial and economic indicators of current and strategic fisheries management activities are calculated. The structure and dynamics of current and investment expenses (changes in their structure), the quantitative composition of profitable and unprofitable enterprises of the Russian Agricultural Complex are summarized. The dependence of the profitability of the assets of RCC enterprises on the total amount of assets is investigated. On the basis of linear regression analysis, conclusions are drawn about the degree of interrelation and trends in changes in the indicators of the current and justification of the parameters of the strategic development of fisheries activities in the country. The strategic objectives are considered and the financial and economic quantitative parameters of the development of RCC until 2030 are analyzed (the volume of production of UBR, gross value added, the accumulated growth of long-term financial investments and the turnover (sale) of RCC enterprises). The article substantiates the need for better strategic planning to establish development options (optimistic, pessimistic, realistic) or to approve interval values of long-term development indicators for the medium term.
