METHODOLOGICAL ASPECTS OF FISHERY RESEARCH

Abstract

For more than two decades, the «precautionary approach» has been the basis for regulating the fishery of most targets of international and domestic fishery, aimed at the implementation of fish catches at a relatively low level, ensuring the safest state of stocks and the highest productivity. Another management concept currently in use is the improved Maximum Sustained Yield (MSY) approach, which focuses on fishing at the maximum level without exceeding a safe level of stock status. The results of the application of two concepts of fishery regulation given in the work on the example of walleye pollock in the Navarin region of the Bering Sea and the northern part of the Sea of Okhotsk in 2002–2022, showed that the application of the modern MSY concept allows to increase catches by 15–30% compared to recommendations for the fishery based on the «precautionary approach».

Abstract

The results include the historical chronicle of expeditions in the eastern part of the Finland Gulf, the periodization of the formation of fisheries research with an emphasis on their role in shaping the scientific worldview in general, and the history of the creation of the scientific school, which laid the traditions of Russian fishery study. The fundamental role of science for the effective operation of the fishery industry is shown. The chronological framework of the study covers the period from 1851 to 1941, the starting point of which is the date of the officially recognized first scientific expedition on fishing issues to Lake Peipus, Pskov and the Baltic Sea. The study is aimed to a historical review of the formation of fishery research in the eastern part of the Finland Gulf and an assessment of their role for ichthyological science in general. The work is based on an analytical approach to the history of the formation of ichthyological science, including prerequisites, goals, methodology in the context of a close relationship with fisheries, and a retrospective analysis that made it possible to identify the main patterns in the development of fishery study that determined specific features in a particular historical period. The analysis of the development of Russian fishery science and its relationship with fishery in a particular region in a broad scientific, social and economic context determines the novelty of the study. The practical and theoretical significances are determined by the identification of the fundamental importance of applied research in different historical periods, which played a key role for ichthyological science in general and the economic development of the Finland Gulf in particular.

Abstract

Pikeperch in the water bodies of Central Russia has a mosaic distribution depending on the area of reservoirs and the length of rivers. This representative of perch fish lives mainly in the most full-flowing rivers with a length of more than 400 km and reservoirs with an area of more than 500 hectares. The age composition of most local populations of walleye does not exceed twelve age groups, and in most reservoirs, samples of walleye due to overfishing consist of three to four age groups. Average weight the average weight of walleye in net catches usually does not exceed one kilogram. The growth of pike perch in the reservoirs of the Moskvoretsky and Vazuz hydrotechnical systems is higher than in the rivers and cooling reservoirs of nuclear power plants and GRES. Sexual maturation of walleye in the reservoirs of Central Russia usually occurs at the age characteristic of the southern populations of this species. The main factor affecting the effectiveness of walleye spawning is the availability of forage organisms for its early juveniles in feeding areas. Despite the regular work on the stocking of individual MoskvoretskoVazuzsky reservoirs by organizations subordinate to Rosrybolovstvo, the maintenance of populations of this species occurs mainly due to natural reproduction. Uncontrolled selective fishing of walleye by amateur anglers significantly constrains the growth of its populations in most of the reservoirs and rivers considered in this article.

Abstract

The results of the possible volume of fish harvetsed annually by unreported and unregulated commercial and recreational fisheries at Kama reservoir for the period of 2011–2021 are presented. Two approaches were used to assess the unaccounted commercial catch. The first method is based on the comparison of official commercial catches with scientific research data collected during the surveys of commercial fisheries on the reservoir. The second approach is based on official statistics on the number of fishing gear used by commercial fisheries and the real CPUE values for fished species. The volume of recreational catches is estimated by the number of anglers per unit area of the reservoir, seasonal dynamics of visits to the reservoir by anglers, and the species structure of anglers catch. We found that the volume of possible average annual unaccounted commercial and recreational fish catch may exceed the official data by 2–2,5 times.

Abstract

The main changes in the fishery regulations in 2018–2022, relevant for the waterbodies of the Vologda Region are discussed in the article. Biological substantiations for the changes of fishery regulations were developed by the Vologda branch of «VNIRO» taking into account the peculiarities of the fisheries organization in the region. The implications of changes in fisheries regulations to improve the efficiency of fisheries management have been assessed. The most of changes in fishery regulations are of strategic importance for the development of industrial and recreational fisheries in the Vologda Region.

Abstract

Based on materials from resource studies 2000–2021 a review of the dynamics of stocks and biological indicators of the main commercial fish species of the Kuibyshev reservoir was prepared. The data on their development by trade are given. The reserves of biological resources of this reservoir are shown. Recommendations on rational use are given: it is proposed to increase the catch of roach, silver bream, perch, crucian carp, blue breeze and other underutilized species, which will make it possible to obtain an additional 400 tons of high-quality fish.

Abstract

Based on research materials from 2003–2022, a review of the dynamics of stocks of aquatic biological resources for an unregulated section of the Volga River below the Volga hydroelectric dam within the Astrakhan region was carried out. The reasons, mainly of anthropogenic nature, causing changes in stocks are shown. The multidirectional nature of changes in the state of populations of aquatic biological resources depending on the sensitivity of species to environmental factors and their consumer value is demonstrated. The steps aimed at improving the situation are proposed.

Abstract

Based on the materials of resource studies in 2003–2021 and stock databases of the Nizhny Novgorod branch of the Federal State Budgetary Scientific Institution «VNIRO», a history review of the development of the fisheries, the dynamics of stocks and biological indicators of the main commercial fish species of the Gorky Reservoir has been prepared. Data on the development of stocks of aquatic biological resources by industrial fishing are given. The water biological resources reserves of the reservoir are shown, which at least make up about one third of the modern industrial production (about 150 tons). Recommendations on rational management of fisheries are given.

Abstract

This paper presents the analysis of dynamics of commercial fish catches in the Kama reservoir during 1954–2022. It is shown, that the stocks of the main commercial fish species of the Kama reservoir are currently in a stable state. The increase in the fishing load on the reservoir associated with the full coverage of the reservoir will increase the development of the main commercial fish species.

Abstract

Ivankovskoe reservoir, the oldest of the cascade of Volga reservoirs. Based on research materials from 1998 to 2021, a review of the dynamics of stocks and biological indicators of the main fish species of the Ivankovo reservoir has been prepared. Data on their stocks and catch by users are given, the resource capabilities of the reservoir are shown. Recommendations are given on the rational use of aquatic biological resources of the reservoir, it is proposed to resume industrial fishing and increase the catch of roach, grouper, perch, crucian carp, tench, etc. underutilized species by 20%, which will allow obtaining additional high-quality freshwater fish.

The description of the dynamics of stocks and catches of aquatic biological resources of the Cheboksary reservoir is carried out on the basis of long-term monitoring studies of ichthyological material and fishery statistics data, as well as the historical development of commercial fisheries for the period 2004–2021 is given. The characteristics of the biological indicators of the main commercial objects are presented.

Abstract

The resource base of Russia’s aquatic bioresources makes it possible to provide the domestic market and develop exports of fish and fish products with high added value, but for this it is necessary to revise the export conditions. Russian fish exports have low economic efficiency and continue to be raw materials. In 2013, frozen fish occupied the first place in export products with a share of 87,4% in total volume (1,714 million tons) and 71% in value ($2,559 million, or $1,5 thousand per ton). By the end of 2021, the position has not changed, the share in total exports decreased by 8.1 percentage points, to 79,3% (1,72 million tons), but only due to the overall growth in exports.

Abstract

The study of approaches to the formation of labor resources in the fisheries complex of the Russian Federation is of great importance for the long-term development of internal potential and increasing the competitiveness of economic entities. Attracting migrant workers to work in the fishing and fish farming industries allows solving the problems of staff shortages, reducing staff turnover and increasing labor productivity. Strengthening of socio-economic cooperation between the Russian Federation and the Republic of Uzbekistan in 2021–2022 contributed to the acceleration of labor migration processes. The article discusses the changes made to Russian legislation that allow migrant workers to obtain citizenship of the Russian Federation in a simplified manner, if they are involved in work in their specialty for a period of more than one year. The scheme of organization of interaction and attraction of labor migrants from the Republic of Uzbekistan to work in the fisheries complex of the region, as well as a methodology for determining the need for labor migrants for managers of fisheries is proposed. The results obtained in the course of the study show the effectiveness of attracting migrant workers to work in the fishing and fish farming industry in the Perm Territory, which makes it possible to transform the experience gained in the formation of labor resources in the fisheries complex to other regions of the Russian Federation.

Abstract

An analysis of the infrastructure of the fishery complex was carried out in order to identify key aspects that affect the efficiency and sustainability of its development. Also, an analysis of the main systems and objects that are part of the RCC infrastructure was carried out, examples were given, and conclusions were drawn. It is determined that the efficiency and sustainability of the infrastructure have a direct impact on production and economic efficiency, as well as the impact on the environment.
